According to Art. 17 of the DSM Directive, the European Commission must develop guidelines with the participation of all relevant stakeholders. In particular, “best practices” are to be developed there, with special consideration of the fundamental rights affected. After many years of difficult negotiations, the EU Commission has now announced that the guidelines should be presented on April 19.
